Below is a copy of the City Charter describing the Mayors powers upon reading this and looking further in the charter for all the complaints most people have brought up as to the the condition of the city how much law enforcement people want on the streets and the list goes on. It would seem what needs to be done for any Mayor to be accountable for all these thing we need to take away power from City Council and transfer it to the Mayor or correctly assign the cause to the effect. Lima has no hope of bringing about change if it can not properly assign or understand within who's jurisdiction it falls under to approve such change . Beck seems as confused as most general public the Mayor is limited to lip service of his opinion to city council who must then choose enact any change.

Whats your take Tom as to who has the bottom line power ( City Charter ) to change things within in the chief scope of complainets within Lima ?

SECTION 69. GENERAL POWER AND DUTIES OF MAYOR.
It shall be the duty of the Mayor to act as chief conservator of the peace within the City;
to supervise the administration of the affairs of the City; to see that all ordinances of the City are
enforced; to recommend to the Council for adoption such measures as he may deem necessary
or expedient; to keep the Council advised of the financial condition and future needs of the City;
to prepare and submit to the Council such reports as may be required by that body, and to
exercise such powers and perform such duties as are confronted or required by this Charter or
by the law of the State.
SECTION 70. MAYOR'S RIGHT IN COUNCIL.
The Mayor and the directors of all departments established by the Charter, or that may
hereafter be established by ordinance, shall be entitled to seats in the Council. Neither the Mayor
nor the director of any department shall have a vote in the Council, but the Mayor shall have the
right to introduce ordinances and to take part in the discussion of all matters coming before the
Council; and the directors of departments shall be entitled to take part in all discussions in the
Council relating to their respective departments. The Council by ordinance or resolution may
authorize other City officials to have seats in Council.

As long as the changes don't reach the level of requiring a change in the law (like disbanding the department), I think the Charter gives the mayor great latitude in determining how the department should be run.
